Qualifications For Alabama Medicaid Qi1 Benefits

The Alabama Qualifying Individual-1 (QI-1) program is a Medicaid-funded assistance program that helps low-income recipients of Medicare pay for their Part B premium. As of 2010, the amount paid for this premium through the Alabama QI-1 program was $110.50 monthly. In addition, eligible individuals can also receive help paying for their Medicare Part D, which is the prescription drug portion of the program.


Basic Requirements


All Alabama Medicaid programs have certain basic requirements that are uniform across all programs and requirements that are specific to each program. Basic requirements must be met first. They include that the applicant is a U.S. citizen or eligible noncitizen, a resident of Alabama and eligible for a Social Security number; also the applicant must disclose any other insurance he may be receiving or other third-party liability for his medical bills.








Medicare Part A


In order to qualify for QI-1 benefits, an applicant must be a current recipient of Medicare Part A. Without Part A, she cannot qualify for Part B, which means that she has no use for the QI-1 program, since it pays for Part B premiums.


Income Guidelines








Those eligible for the QI-1 program will have an income of at least 120 percent but less than 135 percent of the federal poverty level. Using the 2010 FPL of $10,830, this means that a one-person household should have an income between $12,996 and $14,620.50.


Medicaid Eligibility


Those who are eligible for the QI-1 program will also be ineligible for any other Medicaid programs to help with medical costs. Those who are eligible for or currently enrolled in other Medicaid programs will not be accepted in the QI-1 program.
